recently, accidents of poisoning and suffocation and blind rescue in some areas of papermaking and pickle production enterprises have occurred from time to time, which exposed some prominent problems, such as the failure to implement the responsibility of safety production in some areas and enterprises, the lack of safety training and education for employees, and the lack of operability of emergency plans. the leading comrades of the state council attach great importance to it and require all regions to do a good job in the major inspection of production safety, and seriously pursue responsibility in case of accidents. in order to learn from the accident and effectively prevent and contain the occurrence of such accidents, according to the requirements of the notice of the general office of the state administration of work safety on the confirmation of limited space operation conditions of industrial and trade enterprises (ajztgs [2014] no. 37), it is decided to carry out the special inspection on the key work of the confirmation of limited space operation conditions of papermaking and pickle production enterprises. the relevant matters are hereby notified as follows:

1、 inspection object

all paper and pickle production enterprises.

2、 main contents of inspection

（1） the safety training of limited space operators (including foreign labor, outsourcing unit operators, etc.) carried out by the enterprise. the training must include the following contents:

1. study the five regulations on safe operation in confined space (no. 69 order of the state administration of work safety);
           2. watch the video of safety guidance for limited space operation of industrial and trade enterprises (up and down) (the video online column of the website of the state administration of work safety can be downloaded);
   
           3. watch the animation film of accident warning in confined space (the online video column of the website of the state administration of work safety can be downloaded, and it can also be viewed in the public micro signal "industry and trade safety").
   （2） enterprises carry out limited space identification and establish accounts. please refer to the "limited space reference catalogue of industrial and trade enterprises" in the annex of the notice of the general office of the state administration of work safety on drawing lessons from accidents and strengthening safety supervision of limited space operation of industrial and trade enterprises (ajztg4 [2015] no. 56).
   
   （3） the warning signs set up by enterprises at conspicuous positions in workplaces with limited space. warning signs must point out the main dangerous and harmful factors, warn the risk of limited space, and indicate the risk of unauthorized entry and blind rescue.
   
   3、 inspection time
   
   from october 8, 2015 to december 10, 2015.
   
   4、 inspection arrangements and requirements
   
   （1） each provincial safety supervision bureau is responsible for organizing and carrying out the special inspection of the key work of confirming the working conditions in the limited space within its administrative region, timely forwarding this notice and making work arrangements, and urging the municipal and county safety supervision bureaus to seriously implement the special inspection work.
   
   （2） according to the principle of hierarchical territorial supervision, the municipal and county-level safety supervision bureaus are responsible for on-site inspection of the key work of confirming the limited space operation conditions of all papermaking and pickle production enterprises within their jurisdiction one by one. after the inspectors enter the enterprise for inspection, they should fill in the special inspection form for key work of limited space operation conditions confirmation of papermaking and pickle production enterprises (see the annex), and the relevant personnel and inspectors of the inspected enterprise should sign for confirmation. for the problems and hidden dangers found in the inspection, the municipal and county-level safety supervision bureaus should urge the enterprises to implement the rectification.
   
   （3） papermaking and pickle production enterprises should conscientiously implement the requirements of the document no.37 [2014] of the general office of work safety, and do a good job in confirming the working conditions in limited space according to the above inspection key contents.
